MEMORANDUM <br />DATE: April 9, 2008 <br />TO: Mayor and Councilmembers <br />FROM: Mike Morrison, City Manager <br />Roger Larson, Finance Director <br />ITEM: 2009 CAPITAL EQUIPMENT BUDGET <br />The St. Anthony Department Heads met to discuss the 2008 and 2009 capital equipment <br />budgets. After preparation of the 2008 budget, the City received notification of a <br />$60,000 shortfall in MSA funding. It is anticipated that with the increase in the gas tax <br />the shortfall will be partially or totally reinstated in 2010. <br />Most of the 2008 equipment has either been purchased under the state contracts or has <br />been ordered which makes it difficult for staff to cut back on `08 purchases. In <br />reviewing, the fund balance on hand, at 12/31/07 it totaled $178,208 and is adequate to <br />absorb the 2008 shortfall. <br />Moving forward with the 2009 budget, staff addressed the shortfall by deferring some of <br />the 2009 purchases and reducing the total '09 expenditures to $400,000. In doing so, it <br />should be noted that staff viewed this as a one year adjustment and anticipates the <br />allocation returning to $450,000 in 2010. <br />Last year was the first year the Council met with the three Department Heads from Public <br />Works, Police and Fire to review their individual capital equipment requests. This year, <br />we thought we would do that again, but do it as a whole group. <br />All staff is here tonight to answer questions from the City Council concerning the <br />$400,000 request for `09. <br />
