Parks Commission Meeting Minutes <br />March 12, 2001 <br />Page 4 <br />1 V. PRESENT COST ESTIMATES FOR CENTRAL PARK BUILDING, TOWER PARK <br />2 RESTROOMS, AND SILVER POINT PARK BUILDING - MOLLY OLVIER - SEH. <br />3 Molly Oliver reviewed the cost estimates for Central Park, Tower Park restrooms and the Silver <br />4 Point Park building. She noted she is suggesting two restrooms in Tower Park being handicap <br />5 accessible and provided with changing stations. <br />6 <br />7 Ms. Oliver indicated the architecture and style of the structures would be similar throughout all <br />8 the parks. She added that all restrooms would be stainless steel to withstand the use and abuse <br />9 the parks would endure. Ms. Oliver reviewed the highlights of the Silver Point Park building <br />0 with the Commission. <br />2 Jensen questioned if the proposed building would fit into Silver Point Park. Ms. Oliver indicated <br />3 700 square feet have been removed from the proposed building and would fit comfortably <br />4 between the two ballfields. <br />5 <br />6 Zurbey asked if drainage would be a concern with the location of the building as proposed. Ms. <br />7 Oliver noted the floor would be raised one foot to accommodate for a heavy spring but a 50 -year <br />8 or 100 -year storm would heavily impact the structure. She indicated the proposed structure <br />9 would equalize the effects of water as it passes through the building. <br />Ms. Oliver reviewed the Central Park buildings with the Commission. She noted there would be <br />2 a concession stand with restrooms and warming house. Ms. Oliver reviewed her renovations to <br />3 the concession stand area and noted her suggestions could save roughly $67,000 to $70,000. <br />4 <br />5 Ms. Oliver added that the mezzanine area would be eliminated to reduce the construction costs as <br />6 well. She noted the restrooms would consist of three stalls in both the men's and women's <br />7 lavatories. Ms. Oliver indicated the picnic area would allow for seating to observe the <br />8 neighboring ballfields and pool area. She stated the same architecture and building materials <br />9 would be used as suggested for the other park buildings. <br />Jindra asked if the air conditioning was absolutely necessary. Ms. Oliver noted she felt this was <br />not absolutely necessary and could be substituted out for ceiling fans and windows for venting. <br />Jindra questioned if the Commission was in favor of offering only a partial concession stand <br />from the warming house. <br />The Commission came to a consensus to approve the removal of the concession stand from the <br />warming house building. <br />Jensen asked if there would be plug ins available on the exterior of the warming house for <br />pitching machines. Mr. Hartman stated this was a good point and noted junction boxes could be <br />added to the exterior of the building for this purpose. <br />Skrivseth questioned if the meeting room would be rented out through community services or <br />through the City. She noted this was up in the air because of the financial gain on the rental fees <br />
