City Council Regular Meeting Minutes <br />July 23, 2019 <br />Page 3 <br /> <br />Officer Villanueva stated she is excited for the opportunity to serve the community of St. 1 <br />Anthony. 2 <br /> 3 <br />Mayor Faust welcomed CSO Villanueva to the Police Department. 4 <br /> 5 <br />Councilmember Stille asked for details about the burglary on July 14. Chief Mangseth stated it 6 <br />was a burglary in progress and officers responded. A resident had witnessed two men entering a 7 <br />home. Mutual aid was called from local departments and this was brought to a safe close without 8 <br />incident. Both were charged by Hennepin County Attorney’s Office. Chief Mangseth encouraged 9 <br />residents, if they see something, to call 911. 10 <br /> 11 <br />III. CONSENT AGENDA. 12 <br /> 13 <br />A. Claims; 16 <br /> 17 <br />Motion by Councilmember Jenson, seconded by Councilmember Stille, to approve the Consent 18 <br />Agenda items. 19 <br /> 20 <br />Motion carried 4-0. 21 <br /> 22 <br />IV. PUBLIC HEARING – NONE. 23 <br /> 24 <br />V. REPORTS FROM COMMISSION AND STAFF – NONE. 25 <br /> 26 <br />VI. GENERAL BUSINESS OF COUNCIL. 27 <br /> 28 <br />A. Resolution 19-058; a Resolution Approving Issuing a Negative Declaration of Need for 29 <br />an Environmental Impact Statement for the Silver Lake Village Multifamily 30 <br />Redevelopment Project. 31 <br /> 32 <br />City Engineer Messner reviewed the resolution with the Council and indicated that an 33 <br />Environmental Assessment Worksheet (EAW) is a statutorily required document for large 34 <br />projects that provides analysis about a project’s impacts to specific environmental, water 35 <br />resource, transportation and other impacts. Mr. Messner reviewed the proposed property as the 36 <br />redevelopment of the WalMart Site. The analysis in an EAW is used to determine if an 37 <br />Environmental Impact Statement (EIS) is required for a proposed project. An EIS is required for 38 <br />a project with “potential for significant environmental effects”. An EIS provides more 39 <br />information only about the potentially significant environmental impacts for the categories that 40 <br />the EAW identified as potentially being significantly impacted by the project. Any categories not 41 <br />covered in an EAW would also not be covered in an EIS. 42 <br /> 43 <br />City Engineer Messner continued an EAW or EIS is not a means to approve or disapprove a 44 <br />project. These documents provide information to inform an approval or denial decision at a later 45 <br />date. Once an EAW or EIS is completed, a project can proceed to the land use review process 46 <br />23
