Ordinance 2019-07; an Ordinance Amending Section 33 061 Establishment of Fee <br />5 Amounts as it relates to Land Use Fees (1st of 3 Readings). <br />6 <br />7 City Manager Mark Casey reviewed before City Council is an ordinance amending the Land Use <br />8 Application fee for a variance and Conditional Use Permit (CUP) from $200 to $500. When <br />9 property owners file applications for land use permits that are necessary to accommodate <br />10 building plans (such as variance requests or conditional use permits), the City requires the <br />11 payment of a base fee and an escrow amount that is intended to cover additional costs of review. <br />12 The current base fee for most residential applications is $200, and escrow amounts vary <br />13 depending on the size and scope of the project. <br />14 <br />15 It has been the City's intention that such applicants cover the costs of the review and processing <br />16 of these applications, on the understanding the costs of a request for land use development that <br />17 exceeds the basic zoning allowances should not be borne by other property owners in the <br />18 Village. Those expenses include internal staff review for completeness, advertising notice in the <br />19 St. Anthony Bulletin, preparing and mailing notices to all property owners within 350 feet of the <br />20 applicant's property, and various clerical costs in establishing and tracking the permitting <br />21 process — as well as the public meeting expenses that result from the application. <br />22 <br />23 Staff recommends increasing the base fee portion of the application, from $200 to $500 at this <br />24 time, and perhaps an additional increment at the City's yearly fee ordinance review. The review <br />25 costs are always more than the current base fee amount of $200 and it is believed that this change <br />26 will help to clarify the real costs of review for an applicant's request. <br />27 <br />28 Staff also recommends waiving the first and second readings and move to adoption. The new fee <br />29 would be in effect upon publication in the St. Anthony Bulletin. <br />30 <br />31 Motion by Councilmember Stille, seconded by Councilmember Jenson, to waive first and second <br />32 readings and adopt Ordinance No. 2019 -07; an Ordinance Amending Section 33.061 <br />33 Establishment of Fee Amounts Related to Land Use Fees. <br />34 <br />35 Motion carried 4-0. <br />36 <br />37 F. 2nd Quarter Goals Update. <br />38 <br />39 City Manager Casey provided an update on the 2019 Strategic Initiatives, Maintain and Enhance <br />40 Infrastructure, Foster & Encourage Civic Engagement, Foster & Encourage Civic Engagement, <br />41 Create & Maintain Healthy Neighborhoods, Communicate Transparently & Effectively, Ensure a <br />42 Safe & Secure Community, and Increase & Maintain Fiscal Strength. <br />43 <br />44 Councilmember Jenson stated out of the 77 goals listed, 54 have been acted upon. <br />45 <br />46 VII.
