3301 Silver Lake Road, St. Anthony, Minnesota 55418-1699 <br />Office: (612) 782-3301 • Fax: (612) 782-3302 • www.savmn.com <br />MEMORANDUM <br />To: Mayor Faust and St. Anthony City Council <br />Mark Casey, City Manager <br />From: Stephen Grittman, City Planner <br />Date: City Council Meeting – September 10, 2019 <br />NAC Project No. 323.01 – 19.12 <br />Request: Request for a Preliminary Plan Amendment to the Silver Lake Village <br />Planned Unit Development <br />Property Address: 3800 Silver Lake Road NE <br />Property PID: 313023340028; 313023340030 <br />STAFF RECOMMENDATION <br />Staff has reviewed the project for land use compliance with the intent and policies of the City’s <br />Comprehensive Plan, and for zoning consistency with the R-4, Multiple Family Residential <br />District as a baseline. In summary, the Comprehensive Plan promotes redevelopment of the <br />Walmart site as a major goal, and includes high density multiple family residential uses of up to <br />40 units per acre as allowable in this area. The applicant is seeking the PUD Amendment at just <br />over 35 units per acre. <br />The proposed PUD meets the requirements of the Zoning Ordinance for the majority of the <br />baseline standards. The principal areas of flexibility under the PUD include: <br />(1)The proposal to have two principal buildings on a single development parcel. <br />(2)Building height (code is 35 feet/3 stories); applicant proposes approximately 52 feet <br />and 4 stories (5 including the exposed portion of the lower-level parking garage). <br />(3)Parking supply (code requires 2 per unit, total of 928); applicant proposes 813 <br />spaces – 1.75 per unit or 1.35 per bedroom. <br />35
