The main building would be accessible from Kenzie, which provides a <br />driveway to the surface parking lot and main entrance. The Stinson Parkway <br />access would be used for access to the parking garage only. Care would need to <br />be taken at this point to create a reasonable slope for vehicles to an <br />underground garage in just 30 feet from street grade. The applicants should <br />clarify the grade of the driveway, and the building floor elevations for this <br />purpose. <br /> <br />• Site Plan – Bank Development. <br />o The applicants have provided a concept sketch for the site, with notations <br />related to staff feedback and further review. This plan is conceptual only, with <br />an expectation that the building would be between 3,500 and 5,000 square feet <br />in area, with an incorporated drive-through facility. <br />o Staff has noted the building’s presentation toward Kenzie Terrace, the potential <br />for accommodating additional site expansion to the east, and <br />maintenance/enhancement of pedestrian improvements around and through <br />the site, among other elements. <br /> <br />• Site Plan – Southern Gateway Entrance Monumentation. <br />o The applicants indicate that this property would be dedicated to the City, and <br />improvements could be made to the property including community entrance <br />monumentation or similar features. The applicant’s narrative states their <br />expectations that these improvements would be at the discretion of, and <br />expense of, the City. <br />o The site has some limited development potential, and staff has cited the <br />considerations that include incomplete street construction to the east, along the <br />St. Anthony/Minneapolis boundary, as well as extensive pavement and driveway <br />cuts onto the subject parcel. <br /> <br />For processing and next-step purposes, the applicants would seek a “Preliminary Plan” PUD <br />request, with more fully detailed plans and support materials. Because the PUD incorporates <br />three separate parties – including the apartment developer (Trident), Bremer Bank, and the <br />City, the City will need to authorize the application as a property owner, with conveyances to <br />occur only once Final Plan PUD is approved.
