Resolution 19-065: a Resolution to Approve Request or a Preliminary Stage PUD, <br />3 Constituting an Amendment to the Silver Lake Village PUD, Recommendin¢ the Silver <br />4 Lake Village Multi -Family Residential Project of 464 Dwelling Units at 3800 Silver Lake <br />5 Road. <br />6 <br />7 City Planner Grittman presented the request for a Preliminary Plat Amendment to the Silver <br />8 Lake Village Planned Unit Development (PUD), noting the project for land use compliance was <br />9 reviewed with the intent and policies of the City's Comprehensive Plan and for zoning <br />10 consistency with the R-4, Multiple Family Residential District as a baseline. In summary, the <br />11 Comprehensive Plan promotes redevelopment of the Walmart site as a major goal and includes <br />12 high-density multiple family residential uses of up to 40 units per acre as allowable in this area. <br />13 The applicant is seeking the PUD Amendment at just over 35 units per acre. <br />14 <br />15 City Planner Grittman noted the proposed PUD meets the requirements of the Zoning Ordinance <br />16 for the majority of the baseline standards. The principal areas of flexibility under the PUD <br />17 include: <br />18 1. The proposal to have two principal buildings on a single development parcel. <br />19 2. Building height (code is 35 feet/3 stories); applicant proposes approximately 52 feet and <br />20 4 stories (5 including the exposed portion of the lower -level parking garage). <br />21 3. Parking supply (code requires 2 units per unit, total 928); applicant proposes 813 spaces — <br />22 1.75 per unit or 1.35 per bedroom. <br />23 4. Lot coverage/impervious surface (R-4 code limits this to 50%) applicant's proposal is <br />24 approximately 75%. <br />25 5. Density (R-4 code limits this to approximately 24 units per acre, Comprehensive Plan <br />26 calls for 20-40 units per acre); applicant is proposing approximately 35 units per acre. <br />27 <br />28 City Planner Grittman stated staff believes the flexibility requested under the PUD is appropriate, <br />29 given the objectives of the Comprehensive Plan and the related improvements and amenities <br />30 proposed ass part of the project. Staff reviewed the issues that were addressed by the Planning <br />31 Commission and recommended approval of the Preliminary Plan stage of the PUD Amendment <br />32 for Silver Lake Village, with a series of conditions as noted in staff s summary that is included in <br />33 the meeting packet. It was noted the applicant would like to see a tradeoff between parking stalls <br />34 and greenspace and requested this matter be further considered prior to final plan approval. <br />35 <br />36 Councilmember Stille asked if there was a walkway connection from this property to the pond <br />37 trail. City Planner Grittman reported a connection would be made to Salo Park and around the <br />38 pond. <br />39 <br />40 Kelly Doran, founder of Doran Companies, thanked the Council for their time and consideration. <br />41 He described the work his company does throughout the metro area and discussed the project in <br />42 further detail. He reported the proposed housing would be high end and marketed towards empty <br />43 nesters. He noted the housing project would have a great deal of amenities and underground <br />44 parking. He stated the first building would have 240 units and the second building would have <br />45 224 units. Mr. Doran commented on the number of parking stalls indicating he was comfortable <br />46 with the parking ratio. He saw value in eliminating a number of parking stalls in order to create <br />
