Jerry Faust, Mayor; Hal Gray, Councilmember; Randy Stille, Councilmember, Thomas Randle, <br />Councilmember and Jan Jenson, Councilmember. <br />Absent: <br />None <br />Planning Commission Present: <br />Dominic Papatola, Marcey Westrick, Dr. Bibi Nomo Neumann, Dan Payne & Brian Rude <br />Planning Commission Absent: <br />Dan Bartel & Meredith Socha <br />Staff: <br />Mark Casey, City Manager <br />Consultants: <br />Steve Grittman, NAC <br />Guest: <br />Patrick Brama and Scott O’Brien, Trident Development & Jon Fahning, Bremer <br />Call to Order: <br />Mayor Faust called the meeting to order at 7:00 pm <br />Grittman presented overview of project proposal by Trident Development <br />Papatola – do PUD’s need to be contiguous? <br />Grittman – no, unusual but not prohibited <br />Brama (Trident) presented the development proposal <br />Rude – Explain development fees. <br />Brama – SAC/WAC, park fees, permit fees, etc. <br />Fahning (Bremer) presented their role in the development <br />Papatola – stated he is an employee of Bremer Trust. Separate from Bremer Bank, but may recuse if process <br />moves forward. <br />What is Trident’s experience with affordable housing? <br />Brama – Trident does have experience in these types of developments, typically uses TIF to get to 50% AMI or less. <br />Management company also has experience operating facilities with affordable component. <br />Papatola – project has 15 units affordable. Would Trident seek more? <br />Brama – goal is 20% affordable.
