St. Anthony 2040 Comprehensive Plan Chapter 10:Implementation <br />ൣൡൡ <br />Suggested Zoning Code Updates <br />There are very few locations within the City of St. Anthony where the <br />current zoning district does not align with the proposed 2040 land use. The <br />places that will require closer examination and possible changes to zoning <br />designation are the following: <br />x Former Lowry Grove mobile home park (2501 Lowry Avenue), also <br />known as the Southern Gateway site, and adjacent commercial parcel <br />(2401 Lowry Avenue). Currently zoned R-1 Single Family and C <br />Commercial (respectively), the zoning for these properties will likely <br />be changed with a successful development proposal for these sites. <br />To match the High Density Residential guidance for these sites, the <br />zoning designation is likely to change to R-4 High Density Residential <br />or (more likely) Planned Unit Development. <br />x Select properties along Stinson Boulevard. The 2040 land use plan <br />re-guides some commercial properties on Stinson north of 31st to Mid <br />Density Residential to align with surrounding uses. These properties <br />should eventually be rezoned to R-2 or R-3 to match the intent of the <br />land use plan. <br />x Area north of 37th Avenue NE and south of the railroad (northeast <br />corner of the city). The 2040 future land use map clarifies the <br />guidance in this area and better aligns it with both existing uses and <br />expected future uses of these properties. A handful of properties <br />around Mirror Lake are zoned in a different manner than they are now <br />guided, and may need to be re-zoned to align with the land use plan. <br />Additional Opportunities to update Zoning Code <br />In addition to locational zoning designation updates, this Plan suggests <br />there are opportunities to review and update the substantive content of <br />Zoning Code language in order to better match the intent and purpose of <br />the land use plan. Some of these opportunities have already been <br />identified in this chapter and throughout the plan. A series of potential <br />Zoning Code updates is presented here as suggested opportunities rather <br />than mandatory updates, in order to give the City of St. Anthony some <br />direction on further aligning the City’s code with the land use plan. <br />Potential updates to Zoning Code may include: <br />x Review of the dimensional standards in all residential districts, to <br />evaluate whether height, setback and lot coverage requirements <br />support the intended uses prescribed in the land use plan and are <br />practical requirements for developers. In particular, studying the height <br />and massing requirements for higher density uses in other comparable <br />cities may provide some insight into effective dimensional standards.
