<br /> <br />MEMORANDUM <br /> <br /> <br />To: St. Anthony Village Planning Commission <br />From: Stephen Grittman, City Planner <br />Date: Planning Commission Workshop Meeting – November 19, 2019 <br />NAC Project No. 323.02 – 19.04 <br />Request: Review Ordinance Issues and Alternatives for: Residential Garage and <br />Accessory Building Allowances <br /> <br /> <br /> <br /> <br />BACKGROUND <br /> <br />Over the past several months, City staff have been encountering a variety of proposals that <br />have raised questions as to how the current ordinance provisions apply (or don’t apply) to <br />specific land use proposals. This memo is intended to sort through the various issues, and <br />generate discussion on each of the topic areas. Based on the feedback received at the <br />workshop, planning staff would prepare a series of draft ordinance amendments for discussion <br />at a full Planning Commission hearing. <br />Because of the scope of this issue, there are several aspects of the zoning ordinance that <br />require attention. The material below is intended to summarize the topics for review. Staff has <br />suggested language for some of the issues in an effort to streamline the Commission’s <br />consideration of the material. Those suggestions are bolded to distinguish them from existing <br />text. <br /> <br />Terminology. The accessory building regulations include a variety of terms which causes some <br />degree of confusion. These include the following: <br /> <br />• Accessory buildings <br />• Accessory structures <br />• Garages <br />• Private garages <br />• Storage sheds <br />• Garden sheds <br /> <br />Unfortunately, one of the issues that is encountered is that the code is not always specific as to <br />which of these uses is being addressed.
