<br /> <br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br /> <br />Meeting Date: February 26, 2020 <br /> <br /> <br />Ordinance – Amending Chapter 150 - Access to Multi-family Housing Structures for US Census <br />Employees <br /> <br /> <br />OVERVIEW: <br /> <br />In front of you, this evening is the second reading of an ordinance amending Chapter 150 of the City <br />Code concerning access to multi-unit housing structures by United States Census Bureau employees. <br /> <br />The City is partnering with the State of Minnesota Demographer's office to ensure a complete count in <br />the 2020 Census. A complete count is important to St. Anthony and Minnesota on a number of fronts, <br />including funding and representation. In particular, the City receives some formula funding based on <br />Census population. A complete list of funding based on census population is attached. <br /> <br />Hard-to-count (HTC) communities are present as part of St. Anthony's residents housing, <br />approximately one half of our total housing units are in multi-unit housing structures. Traditionally, <br />these communities have been under counted in the census. One of the significant barriers to reaching <br />hard-to-count communities is getting access to them as many live in apartment buildings with <br />restricted access. The proposed ordinance is designed to assist census takers in St. Anthony in gaining <br />access to these restricted buildings. <br /> <br />The ordinance is modeled after Minnesota Statute 211b.20, which grants candidates access to <br />apartments and has been on the books since the 1970's. Access provided under this ordinance is limited <br />to sworn decennial census workers and does not extend to other governmental agencies at the federal, <br />state, or city level. The Census Bureau and its employees are required by law to keep answers <br />confidential. <br /> <br />21
