March 10, 2020 <br />Page 2 <br /> <br />Planning Commission recommendation. <br /> <br />The Planning Commission considered the application at a public hearing on February 18, 2020. <br />The neighbor to the south (at 3400 Roosevelt, the abutting property owner) spoke, and voiced <br />his opposition to the variance. His concerns related to potential increase in noise and <br />interference with light into his home, which includes bedrooms on the side abutting the <br />proposed garage. The Commission expressed concern for the impact on the neighbor, and <br />discussed alternatives to mitigate the potential impacts, including clarification that the <br />proposed garage addition would be only one story in height. <br /> <br />The applicant clarified that the eave on the proposed addition would be no more than 6 inches <br />in width, complying with the ordinance. The applicant further clarified that the existing home <br />and addition would be remodeled to roof the entire structure, and re-side the building, adding <br />some architectural features updating the front façade. <br />A motion was made to approve the variance with the 2 original staff conditions which included: <br />A. The applicant is able to verify the setback distance as a part of the building permitting <br />process, based on the existing survey and established lot lines. <br />B. The addition will consist of building materials and architecture that match the existing <br />structure. <br /> <br />After discussion, the Planning Commission voted to amend the motion to include two <br />additional conditions, as follows: <br />C. The addition will be no more than a single story in height, consistent with the existing <br />building height. <br />D. The roof of the addition will include an eave of no more than 6 inches in width, to <br />minimize encroachment toward the abutting property line. <br /> <br />The amendment passed 6-1, as did the amended full motion.
