These policies serve as a <br />guiding document to levy special assessments, including how to assess specific types of properties. <br /> <br />For single-family residential lots the current policy assesses on a lineal front footage basis. This <br />method provides highly variable assessments to residential properties based on the configuration of <br />the lot. <br /> <br />Staff has reviewed assessment policies in surrounding communities finding many utilize the per unit <br />basis. The unit basis does not penalize properties due to shape, size, or total street frontage. A unit <br />basis is a much more consistent method by reducing the variability of the assessment to properties <br />receiving the same benefit. <br /> <br />The amended assessment policy will continue to follow the current policy regarding assessable costs <br />and only modify how the costs are distributed.
