1 <br />Councilmember Webster thanked Ehlers & Associates for putting together a great presentation. 2 <br />It was interesting for her to see how this would align with what the City’s Statutory Debt Limit is 3 <br />and to see because of the partnership of not only with Ehlers but also the work of the City’s 4 <br />Finance Director that the City’s funds continue to be well managed. 5 <br /> 6 <br />City Manager Casey explained even though this is a little slightly different process that the City 7 <br />normally follows this was also done in 2008 and 2014. It is not totally uncommon not to have 8 <br />the twenty percent assessible threshold to be able to be met. 9 <br /> 10 <br />Mayor Stille opened the public hearing at 7:25 p.m. 11 <br /> 12 <br />None. 13 <br /> 14 <br />There being no public input, Mayor Stille closed the public hearing at 7:25 p.m. 15 <br /> 16 <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution 17 <br />20-022; a Resolution Adopting a Five-Year Street Reconstruction and Overlay Plan and the 18 <br />Issuance of General Obligation Street Reconstruction and Overlay Bonds to finance the 19 <br />reconstruction and mill and overlay of certain streets in the City. 20 <br /> 21 <br />Motion carried 5-0. 22 <br /> 23 <br />V. REPORTS FROM COMMISSION AND STAFF. 24 <br /> 25 <br />A. Resolution 20-023; a Resolution Approving Variance to the Side Yard Setback for 26 <br />Construction of a Single Car Garage Addition, of a single story in height, with the 27 <br />proposed 5-foot setback at 3404 Roosevelt Street NE. 28 <br /> 29 <br />Planning Commissioner Dan Payne stated the applicant proposes to construct an additional 30 <br />garage to the south side of an existing home at 3404 Roosevelt Street NE. The proposed addition 31 <br />would increase the current one-car garage in size to accommodate two cars. Staff recommends 32 <br />approval of the requested side yard setback encroachment variance with the conditions as stated 33 <br />in the staff report. 34 <br /> 35 <br />Councilmember Jenson stated on the south side there will be five feet and he wondered what the 36 <br />distance is to the house next to it. Mr. Payne believed that house is also five feet from the 37 <br />property line for a total of ten feet. 38 <br /> 39 <br />Councilmember Jenson wondered if ten feet was adequate for an emergency vehicle to get back 40 <br />there. Mr. Payne indicated that was not addressed so he was not sure. 41 <br /> 42 <br />Councilmember Jenson asked if the neighbor to the south was ok with this. Mr. Payne explained 43 <br />the neighbor to the south came to the Planning Commission meeting and voiced opposition and 44 <br />was at the meeting. 45 <br /> 46 <br />3
