April 6, 2020 <br /> <br /> <br /> <br /> <br />Honorable Mayor, City Council and Staff <br />c/o Mark Casey, City Manager <br />City of St. Anthony Village <br />3301 Silver Lake Road NE <br />St. Anthony, MN 55418 <br /> <br />Re: Municipal State Aid Advance Request <br /> St. Anthony Village, MN <br /> WSB Project No. R-013680-000 <br /> <br /> <br />Dear Honorable Mayor, City Council, and Staff: <br /> <br />Following this letter is a resolution for your consideration at the April 14, 2020, City <br />Council Meeting. <br /> <br />The resolution requests authorizing to advance Municipal State Aid (MSA) funds in 2020 <br />for the following projects: <br /> <br />• Stinson Boulevard Street and Utility Improvement Project (S.A.P. 161-112-001) – <br />completed in 2016 <br />• County Road C Street Reconstruction (S.A.P. 161-020-010) – anticipated to be <br />completed in 2020 <br />• Silver Lane Mill and Overlay (S.A.P. 161-108-004) – anticipated to be completed <br />in 2021 <br /> <br />The Municipal State Aid (MSA) program provides funding to assist municipalities with a <br />population of 5,000 or greater with the construction and maintenance of streets on their <br />state aid systems. The program goals are to provide safe streets, structural capacity, <br />and an integrated transportation network. The program is administered by MnDOT’s <br />State Aid for Local Transportation and is funded by revenues from the gas tax, license <br />tab fees and the motor vehicle sales tax. A street may be selected as an MSA route if it: <br /> <br />• Is projected to carry a relatively heavier traffic volume or is functionally classified <br />as collector or arterial as identified on the city’s functional classification plan. <br />• Connects points of major traffic interest, parks, parkways or recreational areas. <br />• Provides an integrated and coordinated highway and street system consistent <br />with projected traffic demands. <br /> <br />The City of St. Anthony Village has been allocated $310,321.00 from MSA for 2020. <br />MnDOT allows municipalities to advance up to five times the current year allotment. <br />Advancing funds allows the City to improve on their higher priority roadways without <br />waiting for the MSA funds to accumulate.
