B. The addition will consist of building materials and architecture that match the existing 1 <br />structure. 2 <br />C. Motion Carried 8 <br /> 9 <br />Councilmember Webster explained she appreciated the debate regarding this application for the 10 <br />variance and she honors and respects the decision made by Planning. When she looked at this 11 <br />issue, she really looked at the bigger issue which is the City Council being asked to consider a 12 <br />variance for a house that is likely to be flipped and her concern regarding this variance centers 13 <br />how a City action, such as approving a variance, may increase the value of a home that may be 14 <br />flipped and therefore the action as a City maybe, in fact, exasperating the challenge of preserving 15 <br />naturally occurring affordable housing in the community. At a future Worksession she would 16 <br />like to propose that, as a City Council, to discuss goals for preserving naturally occurring 17 <br />affordable housing in St. Anthony. 18 <br /> 19 <br />Mayor Stille thought the Council could certainly discuss that at a future Worksession. 20 <br /> 21 <br />VI. GENERAL BUSINESS OF COUNCIL. 22 <br /> 23 <br />A. St. Anthony Liquor Operations Annual Report. 24 <br /> 25 <br />Liquor Operations Manager Mike Larson presented the Liquor Operations Annual Report to the 26 <br />Council. 27 <br /> 28 <br />Councilmember Webster indicated since the last Council meeting she has had the opportunity to 29 <br />meet with Mr. Larson and she appreciated the chance to learn more about the changes he has 30 <br />seen in the liquor store sales and different sale of products and the trends through his experience 31 <br />in this business and he believed he shared that right now the stores sell eighteen hundred labels 32 <br />of wine and how that has shifted from the days of Bartles and James, as an example. She 33 <br />appreciated Mr. Larson’s response to the customers and his superb customer service. 34 <br /> 35 <br />Councilmember Walker asked Mr. Larson if he knew why there was a dip in 2017 in sales. Mr. 36 <br />Larson explained in 2017 there was a large big box retailer that moved into the market and also 37 <br />two weeks apart from them opening their store Wal-Mart closed so 2017 was the end of the slide. 38 <br />That was the proverbial rock bottom and now he is implementing everything learned through 39 <br />those difficult times and taking advantage of a better market now to continue with an upward 40 <br />climb. 41 <br /> 42 <br />Councilmember Randle stated after two years of looking at the P&L report he wondered how 43 <br />labor can remain at thirteen percent. Mr. Larson stated he was blessed with a great staff that is 44 <br />highly motivated and productive that are committed to the mission and vision statement and are 45 <br />loyal to the community. 46 <br />6
