City Council Regular Meeting Minutes <br />March 10, 2020 <br />Page 3 <br />1 <br />2 Councilmember Webster thanked Ehlers & Associates for putting together a great presentation. <br />3 It was interesting for her to see how this would align with what the City's Statutory Debt Limit is <br />4 and to see because of the partnership of not only with Ehlers but also the work of the City's <br />5 Finance Director that the City's funds continue to be well managed. <br />6 <br />7 City Manager Casey explained even though this is a little slightly different process that the City <br />8 normally follows this was also done in 2008 and 2014. It is not totally uncommon not to have <br />9 the twenty percent assessible threshold to be able to be met. <br />10 <br />11 Mayor Stille opened the public hearing at 7:25 p.m. <br />12 <br />13 None. <br />14 <br />15 There being no public input, Mayor Stille closed the public hearing at 7:25 p.m. <br />16 <br />17 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />18 20-022; a Resolution Adopting a Five -Year Street Reconstruction and Overlay Plan and the <br />19 Issuance of General Obligation Street Reconstruction and Overlay Bonds to finance the <br />20 reconstruction and mill and overlay of certain streets in the City. <br />21 <br />22 Motion carried 5-0. <br />23 <br />24 V. REPORTS FROM COMMISSION AND STAFF. <br />25 <br />26 A. Resolution 20-023; a Resolution Approving Variance to the Side Yard Setback for <br />27 Construction of a Single Car Garage Addition, of a single story in height, with the <br />28 proposed 5-foot setback at 3404 Roosevelt Street NE. <br />29 <br />30 Planning Commissioner Dan Payne stated the applicant proposes to construct an additional <br />31 garage to the south side of an existing home at 3404 Roosevelt Street NE. The proposed addition <br />32 would increase the current one -car garage in size to accommodate two cars. Staff recommends <br />33 approval of the requested side yard setback encroachment variance with the conditions as stated <br />34 in the staff report. <br />35 <br />36 Councilmember Jenson stated on the south side there will be five feet and he wondered what the <br />37 distance is to the house next to it. Mr. Payne believed that house is also five feet from the <br />38 property line for a total of ten feet. <br />39 <br />40 Councilmember Jenson wondered if ten feet was adequate for an emergency vehicle to get back <br />41 there. Mr. Payne indicated that was not addressed so he was not sure. <br />42 <br />43 Councilmember Jenson asked if the neighbor to the south was ok with this. Mr. Payne explained <br />44 the neighbor to the south came to the Planning Commission meeting and voiced opposition and <br />45 was at the meeting. <br />46 <br />
