Planning Commission Regular Meeting Minutes <br />February 18, 2020 <br />Page 5 <br /> <br />City Planner Grittman stated that the intent of this discussion is to determine if the City should 1 <br />consider adopting specific regulations relating to temporary signage, and if so, what types of 2 <br />regulations would be in keeping with the community’s overall character and expectations. 3 <br /> 4 <br />City Planner Grittman reviewed the information with the Planning Commission. 5 <br /> 6 <br />Commissioner Morita asked if right now any temporary signage in St. Anthony would be 7 <br />illegal. City Planner Grittman indicated that was correct because there is no provision for 8 <br />temporary signage in the City Code. 9 <br /> 10 <br />Commissioner Morita asked if the only reason this item has come up is because somebody 11 <br />complained about this site and then the owner of the site mentioned everywhere else is doing 12 <br />it as well. City Planner Grittman indicated that was correct. Once there is a complaint the 13 <br />City Staff needs to follow up on that complaint. Instead of going out and ticketing everybody 14 <br />staff wanted to raise the question if regulations should be put in place that will allow some of 15 <br />this before heading in that direction. 16 <br /> 17 <br />Commissioner Morita asked in front of the retailers that are posting for rent available sites, 18 <br />their only legal way of doing this is having a six-foot permanent sign. City Planner Grittman 19 <br />explained that or it could be a part of their permanent signage. The apartment buildings that 20 <br />have for lease banners up are also allowed some permanent signage beyond six square feet. 21 <br />Leasing information could be placed on that allowed sign. There are options. 22 <br /> 23 <br />Commissioner Neumann proposed the City actually does what has been done historically in 24 <br />the past which is to do a workshop specifically for this in light of the fact that this whole site 25 <br />in itself, she did not know the legal stuff and did not personally feel comfortable having this 26 <br />discussion with the limited time this evening and she would prefer staff collect whatever is 27 <br />needed and then have a workshop on this discussion. 28 <br /> 29 <br />Commissioner Payne asked if the permanent sign defined in the Code. He suggested on a 30 <br />commercial property if it has a permanent fixed sign that is smaller than the maximum 31 <br />allowed could it go up to whatever the maximum allowed would be. No matter if temporary, 32 <br />if combined with the permanent one would then fit within the requirements. City Planner 33 <br />Grittman explained this could not be done. Most of the properties not only have a maximum 34 <br />square footage but there is also a maximum number of signs allowed and materials of the code 35 <br />indicate it needs to be a permanent structure. 36 <br /> 37 <br />Commissioner Rude asked if this would be the last input the Commission would have on this 38 <br />topic. City Planner Grittman thought this would stand in for the workshop Commissioner 39 <br />Neumann was referring to but this discussion would be brought back to the Commission with 40 <br />some Code language at the next Commission meeting with further discussion for crafting the 41 <br />Code at that meeting. He indicated he would be happy to agree with any Commission 42 <br />requests. 43 <br /> 44 <br />Commissioner Rude explained he agreed with Commissioner Neumann that this topic does 45 <br />require some discussion but was unsure if it should be done now or at a workshop. 46
