April 28, 2020 <br />Page 2 <br /> <br /> <br />Metropolitan Council staff provided feedback and comments, some of which related to <br />required additional content, and some of which related to advisory recommendations and <br />notations. The most significant required amendments related to the need to reconcile <br />population and housing counts related to changing land use expectations for the Walmart and <br />Lowry Grove properties. Those parcels were both evolving new prospective land uses during <br />the preparation and adoption of the Plan document. <br /> <br />In March of this year, Metropolitan Council staff completed its final round of review and <br />comment, and notified the City that the Plan would be recommended for approval to the Met <br />Council’s “Community Development” and “Environment” Committees. Those groups met and <br />recommended final Plan approval on April 6th and April 14th, respectively. The Plan was then <br />scheduled for full Metropolitan Council review and approval at the Council’s regular meeting on <br />April 22nd. <br /> <br />The Metropolitan Council adopted Resolution 2020-91, approving St. Anthony’s 2040 <br />Comprehensive Plan, with a short list of recommended comments. Those comments are <br />summarized below: <br /> <br />Recommendations of the Community Development Committee <br />(1) Authorize putting the new Comprehensive Plan into effect; <br />(2) Update forecasts for population and housing; <br />(3) Sync the City’s affordable housing demand to the revised population forecasts; <br />(4) Acknowledge the services of Metro Mobility; and <br />(5) Incorporate reference to the Local Water Management Plan adopted in 2019. <br />Recommendation of the Environment Committee <br />(6) Approve the City of St. Anthony Village’s Comprehensive Sewer Plan; and <br />(7) Describe the billing reimbursement policy for intercommunity wastewater flow with <br />Minneapolis. <br /> <br />As the Met Council noted in its resolution: <br /> <br />“The Council found that the City’s 2040 Plan meets all Metropolitan Land Planning Act <br />requirements; conforms to the regional system plans including transportation, aviation, <br />water resources management, and parks; is consistent with Thrive MSP 2040; and is <br />compatible with the plans of adjacent jurisdictions.” <br /> <br />These recommended comments are the final “clean-up” recommendations resulting from City <br />Staff discussions with Met Council staff, and do not change the document in any substantive <br />manner. The policies and goals adopted as a part of the original approval in 2018 continue <br />through the current document, reflecting the community’s direction and intentions that grew <br />from the process that led to that initial approval by the City Council. <br /> <br /> <br />40
