CITY OF SAINT ANTHONY VILLAGE <br />HENNEPIN COUNTY, MINNESOTA <br />RESOLUTION 20-043 <br />A RESOLUTION APPROVING AND ADOPTING THE FINAL 2040 <br />COMPREHENSIVE PLAN FOR THE CITY OF ST. ANTHONY VILLAGE <br />WHEREAS, under state law, the City of St. Anthony Village is required to prepare a <br />comprehensive plan every ten years and the Metropolitan Council is enabled to act as the <br />reviewing authority for the City' s comprehensive plan; and <br />WHEREAS ,the City' s comprehensive plan guides land use which is the basis for <br />regulating zoning in the City; and <br />WHEREAS, the last update to the comprehensive plan was in 2008, which the updated <br />2040 Plan is intended to replace in its entirety; and <br />WHEREAS, in the creation of the St. Anthony 2040 Comprehensive Plan a steering <br />committee made up of Planning Commission and City Council members met twelve <br />times and conducted an extensive and broad public engagement process; and <br />WHEREAS, the public engagement process reflected the topics to be covered in the plan <br />and comments were solicited and formal responses given on the topics of land use, <br />housing, transportation, sanitary sewer, water supply, sustainability, and plan <br />implementation; and <br />WHEREAS, at their final meeting on November 14, 2018, the Comprehensive Plan <br />Steering Committee by consensus directed staff to submit the St. Anthony 2040 <br />Comprehensive Plan to the City Council for approval and submission to the Metropolitan <br />Council for formal action; and <br />WHEREAS, the City Council subsequently approval the draft for distribution in its <br />Resolution 18-078; and <br />WHEREAS, the draft Plan underwent thorough review and editing, including response to <br />comments from Metropolitan Council staff and neighboring jurisdictions; and <br />WHEREAS, the final version of the 2040 Comprehensive Plan was approved by the full <br />Metropolitan Council on April 22, 2020, in its Resolution 2020-91; and <br />WHEREAS, the Metropolitan Council found that the City's 2040 Plan meets all <br />Metropolitan Land Planning Act requirements; conforms to the regional system plans <br />including transportation, aviation, water resources management, and parks; is consistent <br />with Thrive MSP 2040; and is compatible with the plans of adjacent jurisdictions; and <br />
