City of St. Anthony <br />CITY COUNCIL WORK SESSION <br /> <br />Minutes <br />March 31, 2020 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager, Shelly Rueckert, Finance Director and Charlie Yunker, Assistant to the City <br />Manager <br />Consultants: <br />Justin Messner, City Engineer (WSB) <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />2021 Feasibility Study: <br />Staff presented a PowerPoint. By consensus of the mayor and council, staff was directed to include <br />Skycroft Drive (32nd Ave to 33rd Ave.) and Croft Drive (32nd Ave. to 33rd Ave.) as proposed street & utility <br />improvements and 31st Ave. (Rankin Road to Croft Dr.), Croft Drive (Rankin Road to 31st Ave.), 29th Ave. <br />(Stinson Blvd to Silver Lake Road) and St. Anthony Blvd (Stinson Blvd to Kenzie Terr.) as proposed mill & <br />overlay improvements to the 2021 Feasibility Study at a future City Council meeting. <br />Street Reconstruction/Mill & Overlay Schedule Map: <br />Staff presented and reviewed the proposed street reconstruction/mill & overlay map designating <br />projects through 2030. Staff also presented and reviewed the 2021 debt levy spreadsheet, annual street <br />program detailed costs spreadsheet, and comprehensive debt levy spreadsheet. <br />Wilshire Park Traffic Signage: <br />Staff presented the Pedestrian Safety Improvements PowerPoint, which reviewed the current conditions <br />from the Safe Routes to School Plan and proposed improvements. Upon consensus of the mayor and <br />council, staff was directed to install speed feedback signs on 37th Ave., additional signage and a flashing <br />LED stop sign at 33rd Ave. and Rankin Road. <br />Parks & Environmental Commission Vacancy: <br />Vice-Chair Jessica Rengstorf has resigned and her term ends of 12/31/2021. Michael Guest had the <br />highest score from those who were not appointed. By consensus of the mayor and council, staff was <br />directed to have the appointment of Michael Guest to fill the remaining term of Jessica Rengstorf and <br />appoint James Niemi as Vice-Chair for 2020 at a future City Council meeting
