<br />Administration Department <br /> <br />Our mission is to be a progressive and welcoming <br />Village that is walkable, sustainable and safe <br />3301 Silver Lake Road, St. Anthony, MN 55418 612-782-3301 | www.savmn.com <br /> <br />TO: Mayor & City Council <br />FROM: Mark Casey, City Manager <br />RE: Artificial Turf at School Football/Soccer Stadium and Tiling at C2 & C3 Ball Fields <br />DATE: May 4, 2020 <br /> <br />In 1996, the lease between the City and School District for the School District’s use of the Community <br />Center was set to expire in 2016. On November 8, 2016, the City Council and School Board approved <br />an amended ten-year lease. Attached is the November 8, 2016 City Council Cover Letter. <br /> <br />School Districts have the ability to use a lease levy that has a cap. The Community Center lease <br />payments are currently paid through the School District’s lease levy. If the City Council was <br />interested in contributing to the turf project along with tiling C2 & C3, the City could decide to amend <br />the lease by not raising the lease amount as currently planned beginning in 2022 and instead add <br />three additional year terms to the agreement. The additional lease capacity would be beneficial to the <br />School District to use for the turf project and tiling of C2 & C3. C2 & C3 are the two northern fields. <br />C1 & C4 have been tiled by the School District. Tiling of C2 & C3 would also remove water from the <br />trail. The School District would do the tiling of C2 & C3 as part of the turf project. <br /> <br />As stated in red on the November 8, 2016 cover letter, this would generate $259,440 for a contribution <br />to the turf project ($169,440) and tiling of C2 & C3 ($90,000). The City would need to raise the General <br />Fund Levy by $32,430 beginning in 2022 to fill the void of less revenue dedicated as a source to the <br />Community Center Fund. <br /> <br />Superintendent Renee Corneille and Activities Director Troy Urdahl will be available at tonight’s <br />meeting to answer any questions. <br /> <br /> <br /> <br /> <br />ATTACHMENTS: Cover memo from 11/8/2016 with 4/15/20 notations <br /> Amendment to Lease – redline <br /> School District PowerPoint <br /> School District Infographic <br /> C2 & C3 Tiling <br />
