Added as an action step on the city and <br />department goal pyramid. <br />• Completed cover to cover review, overhaul and implementation of the department <br />policy/procedure manual. <br />• Implemented training and employee development related to the department <br />policy/procedure manual. Issue daily training bulletins that will expand officer <br />knowledge and awareness. Focus was on emergency vehicle operation and met <br />POST mandated training. <br />• Adopted and implemented Minnesota POST Board approved model policy for <br />investigating sexual assault cases. Model policy released by POST January 24th, 2019. <br />• Partnered with the Ramsey County Attorney’s Office and Ramsey County LE <br />Agencies to develop robust protocol and create officer training for investigating <br />sexual assault cases. <br />• Reviewed and continued to explore training that emphasizes officer skill <br />development in areas associated to mental health concerns, de-escalation strategies <br />and community relations as mandated by the MN POST Board. Two officers <br />completed 40 hour Crises Intervention Team training (CIT) 2019. Agency now has six <br />officer’s certified, along with one certified as a train-the-trainer. <br />• All officers completed League of MN Cities, MN POST Board approved, "Patrol <br />Online" training for officers in areas of Mental Health, Crises Communication, <br />Implicit Bias, Autism Spectrum Disorder, Emotional Wellness for Law Enforcement, <br />Preventing In Custody Suicide, Use of Force, Ethics, and Hazardous Materials <br />Awareness (not an all-inclusive list). <br />• Continued to review, implement and potentially expand community engagement <br />initiatives. <br />• Continued to focus on data driven strategies that focus on identified technical <br />assistance priorities contained within the department strategic plan, specifically in <br />areas of traffic safety, accident reduction and driver diversion. <br />• Hired, equipped and trained a new police officer. <br />• Hired, equipped and trained a new Community Service Officer (CSO). <br />• Continue professional development of first line supervisors, as well as Lieutenant, <br />Captain and Chief. <br /> <br /> <br /> <br /> <br />
