This is a document that 2 <br />he compares to the previous Comprehensive Plan and it is night and day in terms of the thought 3 <br />and preparation that went into this plan. He congratulated the community and thank the people 4 <br />who have put a lot of time and effort into this. 5 <br /> 6 <br />Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution 7 <br />20-043; a Resolution Approving and Adopting the Final 2040 Comprehensive Plan for the City 8 <br />of St. Anthony Village. 9 <br /> 10 <br />Motion carried 5-0. 11 <br /> 12 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 13 <br /> 14 <br />City Manager Casey reported that the liquor store operations are open in both locations. The 15 <br />hours are 12:00 p.m. to 8:00 p.m., Monday through Saturday. City Hall and the Fire Department 16 <br />with city staff are fully operational. He noted the City needs to reschedule the Spring cleanup, 17 <br />which was scheduled for Saturday, May 2nd. The City is hoping to have that rescheduled to 18 <br />sometime in the Fall. For residents that have bulky items that need to be removed now he 19 <br />suggested contacting the refuse hauler to set up an agreement for haul away and work out the 20 <br />price. 21 <br /> 22 <br />Councilmember Webster stated Village Fest is meeting next week to determine the fate of the 23 <br />event for 2020. St. Anthony Qantas has cancelled their meetings through the remainder of May 24 <br />as well and two weeks ago was the Community Services Advisory Council meeting where she 25 <br />was able to give an update from the Council. 26 <br /> 27 <br />Councilmember Walker stated he has been in communication with City Manager Casey about 28 <br />social distancing, particularly around the tennis courts. He stated he is an avid tennis player and 29 <br />has seen things there that he does not like to see in terms of not abiding by the six feet rule and 30 <br />with the number of players there. One of the things that has happened since the discussion has 31 <br />been signage put up on the fence of the court to encourage social distancing. In addition to that 32 <br />City Manager Casey informed him that there are picnic tables near the site to the court to 33 <br />encourage people to sit there rather then at the gate to the tennis courts to socialize. 34 <br /> 35 <br />Councilmember Randle stated he joined the League of Minnesota Cities webinar on April 21st 36 <br />and was given the Legislative update. He was also given an update on the open meeting law and 37 <br />what was good to hear is that eighty percent of the cities are now meeting electronically. Most 38 <br />cities are now abiding by social distancing. Friday, April 23rd he joined the conversation with 39 <br />Governor Tim Walz that was also put on by the League of Minnesota Cities and what he got 40 <br />from that is there was some interest from the City about 5G. On April 24th, he joined the Town 41 <br />Hall meeting with Representative Omar with the Minnesota Department of Employment and 42 <br />Economic Development and the topics were mainly about unemployment. 43 <br /> 44 <br />Mayor Stille stated he indicated on the 24th of April there was a League of Minnesota Cities 45 <br />webinar with Governor Walz specifically related to COVID and Governor Walz was his 46 <br />3
