MEMORANDUM <br />To: St. Anthony Village City Council <br />From: Stephen Grittman, City Planner <br />Date: City Council Regular Meeting: May 26, 2020 <br />NAC Project No. 323.01 – 20.08 <br />Request: Request to keep four (4) chickens in an R-1 Zoning District <br />Location: 2908 Townview Avenue NE <br />DISCUSSION AND STAFF RECOMMENDATION <br />Staff has received an application from the owners at 2908 Townview Avenue NE dated May 14, 2020 <br />requesting a permit to keep four female chickens at their residential property. The property is zoned R-1, <br />Single Family Residential, and is surrounded by single family homes in all directions. <br />The Applicants have provided a site <br />plan of the property showing the <br />location and dimensions of the <br />chicken coop in relation to their <br />property. The proposed location along <br />the back wall of the house, between <br />an existing deck and raspberry shrubs. <br />The applicants have not indicated <br />proposed materials, but have stated <br />that it will be 8 feet long by 4 feet <br />wide, and 4 feet in height. <br />It would appear that the proposed <br />location is reasonably well situated, <br />and should meet all setbacks, given <br />the location of the existing home and <br />other structures on the site plan. <br />As noted, the application does not state the materials of the chicken coop or if it will be painted. <br />As noted, the applicants are requesting approval for four female chickens (hens). The City’s requirements <br />specify that the chickens must all be hens, no male roosters permitted on the property to avoid noise <br />concerns. The application indicates compliance with this condition. <br />13
