MEMORANDUM

To: St. Anthony Village Mayor and City Council
Mark Casey, City Manager
From: Stephen Grittman, City Planner

Date: City Council Regular Meeting; May 26, 2020

NAC Project No. 323.01 – 20.07
Request: Request to keep four (4) chickens in an R-1 Zoning District

Location: 2816 Coolidge Street NE

DISCUSSION AND STAFF RECOMMENDATION
Staff has received an inquiry from the Applicant owners dated May 7th, 2020 requesting a permit to
keep four female chickens at their residential property at the above address. The property is zoned R-1,
Single Family Residential, and is surrounded primarily by single family neighborhood in all directions.
The Applicants have provided a diagram of the
property showing the location and dimensions of
the chicken coop in relation to their property. The
location is an existing coop and run which was
constructed by previous owners on the north side
of an existing utility shed along the alleyway. The
chicken coop structure is approximately 16 square
feet in area, with an open fenced “run” of 10 feet
by 10 feet, extending north from the coop. The
application does not specify height of the coop or
run, but from photographs, appears to be less
than six feet in height.
According to the application provided by the
applicants, the coop is located approximately 25
feet from the closest point of the neighbor’s
house to the west of the subject property. . The
chicken coop is partially shielded by a neighboring
shed and existing tree cover. For accessory buildings, a setback requirement from adjoining side and
rear lot lines is 5 feet. The applicant’s information does not specify setback of the shed or coop – the
City’s requirement for such accessory structures is 5 feet from the property line. The applicant should
verify this setback as a part of their approval. A view of the existing shed and coop location, prior to the
coop’s construction, is shown in the photo from Google Street View, below.
19
