REQUEST FOR COUNCIL CONSIDERATION <br />Meeting Date: May 26, 2020 <br />Resolution - Support the Protecting Community Television Act <br />OVERVIEW: <br />The city of St. Anthony is one of nine members of the North Suburban Access Commission (NSAC). <br />NSAC, doing business as CTV North Suburbs, provides coverage of local government and school <br />district meetings and events not typically covered by local broadcast stations. The city of St. Anthony <br />receives approximately $100,000 annually in franchise fees from Comcast for their use of the City’s <br />right-of-way. <br />NSAC is recommending all of their member City Council’s adopt a resolution in support of the <br />Protecting Community Television Act. Supporting this act will eliminate the newly adopted Federal <br />Communications Commission (FCC) language that ruled a franchise fee is both a monetary and non- <br />monetary fee and permits cable companies to unilaterally assign a value to the non-monetary in-kind <br />contributions and then subtract that amount from the franchise fees the cable operator pays the local <br />community. Signing this resolution will support the change of the language back to the original Cable <br />Act of 1984 version, and keep our franchise monetary fees intact. <br />57
