St. Anthony 2040 Comprehensive Plan Chapter 5: Housing <br />52 <br /> <br />Existing Cost-Burdened Households <br />While the price of housing units relative to area median income is one <br />measure of housing affordability in a community, another way to examine <br />the impact of housing costs is by looking at cost-burdened households. <br />Households are “cost-burdened” if their housing costs are at or over 30 <br />percent of their income. This is an indicator of households that are <br />spending a disproportionate share of their income on housing. The <br />implications of a housing cost burden are most severe for households in <br />the lowest income tier. <br />FIGURE 5-7 illustrates the share of low-to-moderate income households that <br />are cost-burdened in St. Anthony, by AMI income level.
