�ain they <br />iIla e <br />MAYOR'S PROCLAMATION DECLARING A LOCAL EMERGENCY <br />WHEREAS, the Mayor of St. Anthony finds that the following factual situation exists: <br />1. The cities of Minneapolis and St. Paul, Minnesota, have experienced widespread civil <br />unrest since at least May 26, 2020. <br />2. Said civil unrest has included violent and destructive acts that have placed public safety <br />at risk and resulted in near catastrophic property damage. <br />3. The City of St. Anthony geographically borders both Minneapolis and St. Paul. <br />4. Reports and observations of local law enforcement personnel and emergency first <br />responders establish that as of May 29, 2020, incidents of said civil unrest have been observed <br />within the City of St. Anthony. <br />5. The law enforcement personnel and emergency first responders for the City of St. <br />Anthony expect violent and destructive acts of civil unrest to continue and escalate without <br />invocation of certain portions of the City's emergency management plan, as established under <br />City Code. <br />WHEREAS, the Mayor finds that the factual situation is sudden, unforeseen, and could not have <br />been reasonably anticipated as it currently exists; <br />WHEREAS, the Mayor finds that the factual situation threatens the health, safety, and welfare of <br />the residents of and property within the City of St. Anthony; <br />WHEREAS, the Mayor finds that conditions within the City of St. Anthony have the potential to <br />worsen quickly and without notice due to the factual situation; <br />WHEREAS, the Mayor finds that traditional governmental processes are unable to appropriately <br />protect the safety and property of the general public; <br />THEREFORE, pursuant to Minnesota Statutes Section 12.29, the Mayor of St. Anthony <br />proclaims and declares a local emergency effective as of 8:00 p.m. on May 29, 2020. Under state <br />law, this declaration shall last no longer than three days unless extended by and through the <br />consent of the St. Anthony City Council. <br />This declaration immediately invokes all necessary portions of the City's emergency <br />management plan including, but not limited to, the establishment of a City-wide curfew for all <br />persons within the City of St. Anthony from 8:00 p.m. through 6:00 a.m. for the duration of this <br />declaration. The curfew does not extend to people traveling to or from work, emergency <br />services, law enforcement, people seeking emergency medical care or fleeing danger, the <br />homeless and the news media. <br />
