CITY OF SAINT ANTHONY <br />STATE OF MINNESOTA <br />RESOLUTION 20-053 <br />RESOLUTION TO EXTEND PERIOD OF LOCAL EMERGENCY AND EXTENDING <br />CURFEW <br />WHEREAS, Minnesota Statute § 12.29, subd. 1 allows the governing body of a local <br />government to extend the period of a local emergency declared pursuant to Minnesota Statute § <br />12.29, subd. 1. <br />WHEREAS, the Mayor of St. Anthony has found that the following emergency situation exists: <br />1. The cities of Minneapolis and St. Paul, Minnesota, have experienced widespread civil <br />unrest since at least May 26, 2020. <br />2. Said civil unrest has included violent and destructive acts that have placed public safety <br />at risk and resulted in near catastrophic property damage. <br />3. The City of St. Anthony is located in close proximity to both Minneapolis and St. Paul. <br />4. Reports and observations of local law enforcement personnel and emergency first <br />responders establish that as of May 29, 2020, incidents of said civil unrest have been <br />observed within the City of St. Anthony. <br />5. The law enforcement personnel and emergency first responders for the City of St. <br />Anthony expect violent and destructive acts of civil unrest to continue and escalate <br />without invocation of certain portions of the City's emergency management plan, as <br />established under City Code. <br />WHEREAS, the Mayor finds that the factual situation threatens the health, safety, and welfare <br />of the residents of and property within the City of St. Anthony, <br />WHEREAS, the Mayor has declared that the situation constitutes a local emergency; <br />WHEREAS, the City Council agrees with the Mayor's findings and further finds that the local <br />emergency will last for more than three days; <br />BE IT RESOLVED by the City Council that: <br />1) The local emergency is recognized as continuing until such time the City Council adopts <br />a resolution rescinding the local emergency. <br />2) On June 1, 2020, Governor Walz issued an extension of the curfew for the cities of <br />Minneapolis and St. Paul for an additional two days. The curfew will be in place from 10 <br />PM to 4 AM. <br />
