V. REPORTS FROM COMMISSION AND STAFF – NONE. 1 <br /> 2 <br />VI. GENERAL BUSINESS OF COUNCIL. 3 <br /> 4 <br />A. Resolution 20-051; a Resolution Amending of Community Center lease with the St. 5 <br />Anthony-New Brighton School District for funds to be directed toward the Community 6 <br />Stadium project and tiling of C2 & C3 ballfields. 7 <br /> 8 <br />City Manager Casey reviewed the resolution with the Council. 9 <br /> 10 <br />Superintendent Renee Corneille and Activities Director Troy Urdahl were at the meeting for 11 <br />comments and questions. 12 <br /> 13 <br />Superintendent Corneille provided a PowerPoint presentation to the Council. 14 <br /> 15 <br />Director Urdahl explained the details of the stadium field turf. 16 <br /> 17 <br />Councilmember Jenson indicated the Council had their Worksession meeting with the School 18 <br />Board and it was mentioned there was a specialist hired to help determine the type of turf to use 19 <br />and he asked for more detail about that and how safe it is to use. 20 <br /> 21 <br />Director Urdahl reviewed the type of turf and the safety of it. 22 <br /> 23 <br />Councilmember Walker asked for more information on safety for the athletes and what the risks 24 <br />are with turf and he wondered if the technology improved over the years. 25 <br /> 26 <br />Director Urdahl indicated the School District is toward the end of Metro Area School Districts to 27 <br />consider turf and in many ways it is an advantage to them because they have had the benefit of 28 <br />learning from other districts as they navigate this process. He indicated the turf technologies has 29 <br />dramatically improved from the 1980’s to today. There are studies that now show that for youth 30 <br />participants the synthetic turf is safer for participants then a natural grass field. He noted they 31 <br />have spent a lot of time researching the safety of the turf and are confident it is a safe surface for 32 <br />the students and community. 33 <br /> 34 <br />Councilmember Walker asked Director Urdahl to specifically mention what the concerns are 35 <br />such as ACL/ligament type of concerns that come up all of the time. 36 <br /> 37 <br />Director Urdahl stated in terms of difference between a natural grass field and a synthetic turf 38 <br />field, the one he has heard most commonly is rug burn and some type of rug burn that might 39 <br />occur from using some type of synthetic field and might be the most common safety concern. 40 <br /> 41 <br />Superintendent Corneille explained what they have been told regarding this is the concern for the 42 <br />well being of the students, especially those engaging with the turf. She indicated Mr. Ed Croix is 43 <br />the Council Chambers and is an expert and sits on nationwide councils in regard to turf. His 44 <br />major role is ensuring the safety of some extremely well-paid athletes and their ability to not get 45 <br />hurt. 46 <br />2
