City of St. Anthony <br />CITY COUNCIL WORK SESSION <br /> <br />Minutes <br />June 15, 2020 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager and Charlie Yunker, Assistant to the City Manager <br />Consultants: <br />Keith Dahl, Ehlers and Steve Grittman, NAC <br />Guests: <br />Robert Wall, Development 65 and Link Wilson, Kaas Wilson Architects <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />Development 65 Tax Increment Financing (TIF) Proposal: <br />Dahl reviewed an analysis of the financial request and recommended $1.5 million in TIF over a 6 and <br />half-year term. Approximately half of that amount would go toward providing 5% affordability. Wall & <br />Wilson reviewed the project. Wall requested additional TIF. Council stated the potential interest in <br />assistance for the underground water retention tank if proven to be an area benefit beyond the site. In <br />regards to purchase price, the council expressed no interest in TIF assistance. In regards to parking, <br />council questioned the need to move a portion of the surface parking on the west side of the building to <br />underground verses moving the surface parking to the east side of the building. <br />Adjournment: <br />The meeting adjourned at 6:36 p.m. <br /> <br />Respectfully submitted by Mark Casey, City Manager.
