<br /> <br />TO: Mayor & Council <br />FROM: Mark Casey, City Manager <br />RE: Organized Collection for Refuse and Recycling <br />DATE: July 7, 2020 <br /> <br />On April 1, 2021, the City’s current organized collection refuse and recycling contract will expire. On <br />April 1, 2015, the City entered into a five-year organized consortium collection contract with the three <br />collectors who were serving the City prior to April 1, 2015. As part of the agreement, the City was <br />divided into three zones based on the collector’s current market share. On November 26, 2019, the City <br />entered into a one-year extension with the collectors for the same terms and conditions. Per State <br />Statue, cities may enter into an organized collection (consortium or single collector) for a minimum of <br />four years and maximum of seven years. Once the minimum term has progressed, cities may conduct a <br />Request for Proposal (RFP) for a single collector. I attached a flyer that was used in 2015. In addition, <br />there is repository of the City’s actions located on the website at: <br />http://www.savmn.com/237/Organized-Solid-Waste-Collection <br />Staff is recommending soliciting Request for Proposals (RFP) for a single refuse and recycling collector <br />services beginning April 1, 2021. If terms are not agreeable, per the existing contract the City may <br />renew the existing contract for up to two more one-year terms. <br />Benefits for moving to a single collector would be: <br />• Single source of education on services provided <br />• Single source of communications to residents and City <br />• Single source of contact for assessing unpaid collections <br />• Potential lower costs of services provided <br />• Opportunity to consolidate services for Spring Clean-up and City-owned facilities collections <br />• Negotiate with just one provider for possible curbside organics and other potential services <br /> <br />In order to meet the April 1, 2021 start date, this work would need to begin this summer. <br /> <br /> <br />ATTACHMENT: Organized Collection Initiative
