MEMORANDUM

To: St. Anthony Village Mayor and City Council
Mark Casey, City Manager
From: Stephen Grittman, City Planner

Date: City Council Regular Meeting; July 28, 2020

NAC Project No. 323.01 – 20.07
Request: Request to keep six (6) chickens in an R-1 Zoning District

Location: 3529 Edward Street NE

DISCUSSION AND STAFF RECOMMENDATION
Staff has received an inquiry from the Applicant owners dated July 15, 2020 requesting a permit to keep
six female chickens at their residential property at the above address. The property is zoned R-1, Single
Family Residential, and is surrounded primarily by single family neighborhood in all directions.
The Applicants have provided a
diagram of the property showing
the location and dimensions of
the chicken coop in relation to
their property. The location is
approximately 20 feet from the
rear (east) property line. The
chicken coop structure is
approximately 20 square feet in
area, with an open fenced “run”
of 12 feet by 8 feet, extending
east from the coop. The
application does not specify
height of the coop or run, but
from photographs, appears to be
approximately 8 feet in height.
According to the information provided by the applicants, the chicken coop is partially shielded from
neighboring views by existing tree cover. For accessory buildings, a setback requirement from adjoining
side and rear lot lines is 5 feet. As noted above, the applicants propose a setback of 20 feet or more. The
applicant should verify this setback as a part of their approval.

21
