<br />Fire Department <br /> <br />Our mission is to be a progressive and welcoming <br />Village that is walkable, sustainable and safe <br />3301 Silver Lake Road, St. Anthony, MN 55418 612-782-3400 | www.savmn.com <br /> <br /> <br />Monday, August 3, 2020 <br /> <br />Mr. Mayor and Councilmembers, <br />The City of St. Anthony Village mission statement is “to be a progressive and welcoming Village that is <br />walkable, sustainable and safe.” We put a priority on making sure that properties are maintained as they <br />result in higher property values which transforms into better neighborhoods, schools and a place of <br />doing business. <br />Since 2001, the St. Anthony Housing Code Enforcement has had numerous interactions resulting in <br />ordinance violations with Mr. John Kelly Jr. who resides at 3208 Skycroft Dr. in St. Anthony. Many of the <br />violations started as complaints from his neighbors while others were proactive actions from code <br />enforcement inspectors. The city has filed criminal complaints against Mr. Kelly in November of 2008, <br />September of 2011, and July of 2014. In each instance, the agreement was to suspend prosecution and <br />dismiss if he complied and no additional violations occurred within a year. <br />The violations were documented both in written form as well as numerous photos which have been <br />taken over the past several years. I have included various photos for you to view. Some are current <br />while others are from 2015 and 2016. The common violations were vehicles in inoperable condition, <br />expired registrations, no license plates on the vehicles and a significant amount of household items and <br />debris stored both outside on the front drive as well as in the vehicles themselves. <br />Various areas that code enforcement focuses on are the health, safety and welfare of both the residents <br />and their properties. Keeping significant debris in areas for long periods can promote rodent harborage. <br />This can have far reaching consequences for the neighboring properties from both a safety standpoint as <br />well as an overall negative impact on their residences. In short, this large amount of debris does detract <br />from the other well maintained properties on his street. <br />The amount of debris and household items on this property has been changing over the years. One area <br />that has not are the same 3 vehicles that have been parked and used as storage vessels for the debris. <br />We are asking that the following be abated from the property: <br />• A teal 1992 Ford Taurus with collector plate 332289 <br />• A red and black 1991 GMC truck with collector plate 332290 <br />• A maroon Ford Taurus with no plates <br />• Any household items/debris stored outside on the front driveway which we will work with him <br />to identify the specific items <br /> <br />95
