2. Understanding and approach

City of St. Anthony Village Page | 7
(or collectively depending upon your preference) with the Mayor and City Council to broaden
our understanding of the position’s leadership and management requirements, current
issues, your strategic priorities and your expectations for the City Manager.
Seeking community input during the development of the recruitment brochure is an excellent
strategy to capture community values and priorities. Baker Tilly offers an optional electronic
survey option for the City to facilitate the process of collecting and summarizing resident
input. The survey, which will be developed and administered by Baker Tilly, will ask
respondents to share opinions on the City of St. Anthony Village’s goals and priorities as
well as the desired leadership and management skills most important to the success of the
position. A summary report of information gathered as part of the survey will be provided
to the Mayor and City Council before the recruitment brochure is finalized.
Information obtained from these meetings, coupled with our review of the job description
and other City documents, is used to prepare a position and candidate profile. The completed
profile will be approved by the Mayor and City Council before recruitment begins. The
position and candidate profile will be central to our recruitment strategy and outreach to
potential candidates. [See example of a recruitment brochure in Appendix I.]
The project team will also work with the City of St. Anthony Village to develop an advertising
and marketing strategy to notify potential candidates about the vacancy and conduct an
open recruitment that encourages applications from a talented and diverse pool of
candidates. Our team will place ads in appropriate professional publications, websites
and local print media, if required, and coordinate with City staff to include information
about the search on the City’s social media platforms. Additionally, Baker Tilly has a
high-traffic website which includes an exclusive location dedicated to encouraging
potential candidates to upload their resumes. The aggressive advertising and marketing
campaign for top talent will include national, state, regional and local elements as
determined during our initial meetings with the City’s representatives. Our customized
mailing list, selected from our extensive database and contacts collected at appropriate
public-sector conferences, will be utilized to further promote the City Manager position.
Advertisements for the City Manager position could be placed with:
International City/County Management Association
Careers in Government (careersingovernment.com)
League of Minnesota Cities and regional state league associations
Minnesota City/County Management Association and similar regional associations
Universities with public administration alumni organizations
LinkedIn

Project Milestone Deliverables Timeline
Position profile and
recruitment brochure
development
− Interviews with the City
− Baker Tilly receives information on the City’s
budgets, organizational charts, images, logos,
etc.
− Develop draft documents (recruitment brochure,
advertisement, marketing letter and timeline)
2 Weeks
Approve brochure,
commence advertising
and distribute marketing
letter
− Brochure sent to the City for final approval
− Commence advertising and distribution of
recruitment brochure
1 Week
