As previously indicated, the total number <br />of bedrooms in the proposed apartment building is 46, which results in a ratio of 1.2 <br />spaces per bedroom, which should be adequate to serve the project. The applicant is <br />cautioned that overflow parking would likely need to be accommodated on its <br />companion property to the south if needed, as on-street parking can be tightly limited in <br />the area. <br />Covered (Enclosed) Parking. According to the Ordinance, apartments must provide two <br />off-street spaces per unit, one of which is enclosed. The applicant has requested <br />flexibility from the covered (enclosed) parking requirement via the PUD in order all <br />surface parking stalls, none of which are to be covered/enclosed. <br />According to the applicant, the limited size of the subject site (0.85 acres), coupled with <br />a desire to provide units which are affordable to the majority of residents in the area, <br />make the construction of enclosed parking spaces not financially feasible. <br />As a condition of preliminary plan PUD approval, City Officials should make a <br />determination that the proposed surface parking stalls (uncovered) are acceptable. <br />Dimensional Requirements. According to the Ordinance, off-street parking spaces must <br />measure not less than 9 feet in width and 19 feet in depth. Appropriately, all surface <br />parking stalls and drive aisles meet the minimum dimensional requirements of the <br />Ordinance. <br />Disabled Parking. According to the American Disability Act, required accessible spaces <br />(for persons with disabilities) varies by the number of spaces in a parking lot. For <br />parking lots which provide 26 to 50 spaces, two spaces must be devoted to use by <br />disabled persons. Appropriately, two spaces are proposed which are to be devoted to <br />use by persons with disabilities. <br />Building Height. While the PUD zoning district does not impose a specific height <br />requirement and can provide for “flexibility” in this regard, it is important to note that the <br />City’ R-4, Multiple Family Residential District imposes a maximum height requirement of 3 <br />stories or 35 feet. <br />The proposed apartment building measures 34 feet in height which meets the maximum <br />height requirement imposed in the R-4 zoning district. <br />Impervious Surface Coverage. The R-4 zoning district imposes a maximum impervious <br />surface coverage requirement of 50 percent of the area of the site.
