City of St. Anthony <br />CITY COUNCIL WORK SESSION <br /> <br />Minutes <br />August 31, 2020 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember. <br />Absent: <br />None <br />Staff: <br />Charlie Yunker, Assistant to the City Manager. <br />Consultants: <br />Steve Grittman, Planner (NAC) <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />Housing Data: <br />Mr. Grittman introduced the report and Council discussed. Walker asked if a policy would be <br />appropriate for developers to meet minimum AMI standards. Council discussed the history of market <br />driven response to TIF requests. Webster discussed setting Council goals for affordability needs for non- <br />age restricted developments. <br />Webster discussed that the historical approach favors a small segment of the community. Council <br />discussed that past TIF requests for senior housing have opened-up homes for new families. And the <br />Council discussed the difficulties of financially workable affordable projects at 30% AMI without <br />significant city assistance. <br />City Manager Search: <br />Staff presented a memo on the proposals received. Randy Stille and Jan Jenson will represent the <br />Council and meet with the representative from the lead candidate firm, and report back at the next <br />Work Session. <br />Future Work Session Dates: <br />The next scheduled Work Session will be Monday, September 14, 2020.
