<br /> <br />TO: Mayor & Council <br />FROM: Charlie Yunker, Interim City Manager & Shelly Rueckert, Finance Director <br />RE: Allocation of CARES Act funding <br />DATE: September 14, 2020 <br /> <br />At its regular meeting on September 8, 2020 the Council accepted staff’s recommendation on allocation <br />of the $683,110 of Coronavirus Aid, Relief, and Economic Security (CARES) Act funds received by the <br />City. As staff subsequently received guidance on eligible expenditures and refined expected city costs, it <br />there is a possibility funds may be available for community needs. <br />Recently staff received a request for $15,000 to cover extraordinary COVID-19 related costs from <br />Northeast Youth & Family Services (NYFS), which has an ongoing partnership with the City to provide <br />Mental Health, Youth Diversion and Senior Chore services. <br />Staff also recognizes that St. Anthony Community Services provides a range of programming for City <br />residents, some of which as an extension of the City. For example, facility rentals, and programming for <br />children, adults and seniors. <br />Staff would like to explore the eligibility of providing funds for Community Services and NYFS. Should <br />staff learn that either or both are not eligible, staff retains the option to seek approval for City expenses. <br />Proposal <br />Staff is proposing updating the City’s allocation of CARES Act funds as listed below: <br />ENTITY AMOUNT <br />City of St. Anthony Village $568,110 <br />St. Anthony Community Services $100,000 <br />Northeast Youth & Family Services $15,000 <br />TOTAL ALLOCATION $683,110 <br />Next Steps: <br />1. If approved by the Council, staff will confirm the eligibility of the NYFS request and identify <br />eligible expenditures within Community Services. <br />2. Staff will update the Council on the status of CARES Act expenditure eligibility.
