Background <br />The applicant proposes to construct a new ground sign at the subject property along 29th Avenue NE <br />(County Road C). There was a prior sign in this general location, however, that sign was removed <br />during the reconstruction of the adjacent roadway. <br /> <br />The new proposed sign would be located approximately 10 feet from the property line along 29th <br />Avenue, although the plans do not specify the exact proposed setback. The plans show an overall <br />sign height of 7 feet, 6 inches. The permanent sign display area is 23.1 square feet, and the <br />proposed electronic message board sign area is proposed to be 10.3 square feet – a total signa area <br />of 33.4 square feet, of which the electronic display area comprises approximately 31%. <br />For ground signs in the LI, Light Industrial District, the relevant requirements are as follows: <br /> Maximum Height: 8 feet <br /> Setback: 15 feet from street curb <br /> Sign Area: 34 square feet per surface (up to 2 surfaces totaling 68 square feet) <br />For Dynamic Displays in the LI District, these additional requirements are imposed: <br /> Percentage of total sign display area: 35% <br /> Minimum duration of continuous image: 5 seconds <br />Transitions: Image changes must be instantaneous, without special effects or gradual <br />transitions <br />Messages: Must be complete with each image, not continuing in context or intent to the next <br />images <br />Color: Must be monochromatic against a solid black background <br />44
