City of St. Anthony <br />CITY COUNCIL WORK SESSION <br /> <br />Minutes <br />September 14, 2020 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember. <br />Absent: <br />None <br />Staff: <br />Charlie Yunker, Interim Manager. <br />Consultants: <br />Keith Dahl, Financial Advisor (Ehlers), Stacie Kvlivang, Financial Advisor (Ehlers) <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />Development 65: <br />Mr. Dahl presented the TIF assistance recommendation. Ehlers recommends 90% of increment <br />generated, with 10% to cover administrative costs. Costs are verified as qualified for TIF assistance. With <br />applicant taking on site utility work, the assistance is deemed appropriate. Of total development TIF <br />assistance represent 6.3% of total project costs. Recommendation includes creating district to cover all <br />14 acres of the property to provide future flexibility for possible future projects. Not doing so would <br />limit the city to only a housing district in the future with the conditions of those districts. <br />Council member Walker asked if establishing district would limit future affordable housing. Ehlers <br />responded it is possible but dependent on future market forces. <br />CARES Act Funding: <br />Staff presented proposal to explore utilizing funds for NYFS and CS. Council supported exploring the <br />option and gave direction to proceed and report back. <br />City Manager Search: <br />Mayor Still reported on progress. Stille and Jenson spoke with DDA and was willing to complete the <br />search for $21,000. Stille commented that the recruiter participated in the City’s goal setting a number <br />of years ago, so has familiarity with the City. Jenson discussed leadership style assessment and equity <br />and inclusion areas for the evaluation process of candidates. Council discussed the importance of equity <br />in the process. Official selection of the firm will be made at the September 22, 2020 regular City Council <br />Meeting.
