The City of St. Anthony Village is <br />governed by a five-member City <br />Council. The Council directs policy, <br />and the City Manager directs <br />operations. <br />The City of St. <br />Anthony Village is <br />widely respected <br />as a cohesive <br />group that works <br />well together as a <br />team, shares <br />mutual respect, <br />and understands <br />roles and <br />responsibilities. <br />The Council and <br />staff share a great sense of pride in <br />working together for the best <br />interests of the citizens of the <br />community. It is evident that the <br />elected officials and staff share <br />common values including a high level <br />of transparency, a focus on doing the <br />right thing and adding value, <br />motivation to work hard, integrity, <br />responsiveness, and humility. They <br />can be characterized as a steady, <br />brilliant, business-minded, positive, <br />forward-thinking group. Providing <br />great customer service is at the heart <br />of St. Anthony’s mission. Due to the <br />size of the organization, residents <br />have direct access to and personally <br />interact with its City leaders. <br />City departments are nimble in <br />offering new services. It is a full- <br />service city with police, fire/rescue, <br />public works, finance, and two <br />municipal liquor stores. The police <br />department has gone to incredible <br />lengths with race and equity work, <br />working with the Department of <br />Justice to reform its operations to a <br />highly-praised community model. The <br />fire department boasts an average <br />response time of just over two <br />minutes. With a strong financial <br />outlook, the City offers innovative <br />solutions and services that match the <br />City’s mission and vision. <br />The department heads are described <br />as overachievers who strive for <br />continuous improvement of its staff <br />and services. Staff turnover is nearly <br />nonexistent due to the culture of <br />strong staff support across <br />department lines making this a highly <br />fulfilling place to work. The Council <br />proudly boasts that its staff are <br />people that take view their job as a <br />career, not just a job. They are true <br />professionals. <br />St. Anthony Village holds <br />sustainability in the forefront of its <br />mission and has spent significant <br />resources on sustainability efforts <br />and walkability initiatives. It has <br />been handled with <br />consideration of its impacts <br />to the environment, <br />economy, and equity <br />of the <br />community. <br />A community effort <br />has been pivotal <br />in helping the <br />City hold workshops, festivals, and <br />programs to make St. Anthony a more <br />sustainable place to live. For its <br />sustainability efforts, St. Anthony <br />Village was recognized in 2016 as the <br />second city ever to receive the <br />Sustainable City Award from the <br />League of Minnesota Cities. They also <br />were one of the first in the state to <br />receive Step 5 GreenStep City <br />recognition (2017), the highest level <br />of achievement. <br />Another important opportunity that <br />St. Anthony values is its collaboration <br />with other governmental and <br />nongovernmental entities. The City <br />has built relationships that have <br />helped maintain and expand its <br />services. It has allowed them to share <br />its resources and gain access to other <br />resources they otherwise would not <br />have. The City has partnered with the <br />SANB, Hennepin and Ramsey <br />Counties, the Mississippi Watershed <br />Management Organization, the Rice <br />Creek Watershed, as well as <br />many other entities. Because <br />of their collaboration <br />efforts, St. Anthony <br />Village has <br />received the <br />City of Excellence <br />award. <br />To be a progressive and welcoming Village that is <br />walkable, sustainable, and safe. <br />THE ORGANIZATION <br />83
