City Council Regular Meeting Minutes <br />October 13, 2020 <br />Page 2 <br />J. Resolution 20-078; a Resolution Certifying Special Assessments for Delinquent Waste <br />Hauler Accounts to the 2021 Ramsey County Tax Rolls. <br />Motion by Councilmember Randle, seconded by Councilmember Walker, to approve the <br />Consent Agenda items. <br />Motion carried 4-0. <br />9 <br />10 <br />11 <br />12 <br />13 <br />IV. <br />V. <br />PUBLIC HEARING — NONE. <br />REPORTS FROM COMMISSION AND STAFF <br />A. Resolution 20-079; a Resolution Approving a Request for a Conditional Use Permit for <br />14 <br />an Electronic Dynamic Display Sign at 2827 Anthony Lane South in the L-1 Light <br />15 <br />Industrial District. <br />16 <br />17 <br />City Planner Grittman reviewed the resolution with the Council. <br />18 <br />19 <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />20 <br />20-079; a Resolution Approving a Request for a Conditional Use Permit for an Electronic <br />21 <br />Dynamic Display Sign at 2827 Anthony Lane South in the LI Light Industrial District. <br />22 <br />23 <br />Mayor Stille indicated this is in an industrial area so there is not a reason to impose a lot of <br />24 <br />special conditions over and above what is already contained in the City's Code. He thought the <br />25 <br />Planning Commission did a nice job in calling some of those things out. <br />26 <br />27 <br />Motion carried 4-0. <br />28 <br />29 <br />VI. <br />GENERAL BUSINESS OF COUNCIL. <br />30 <br />31 <br />A. Ouarterly Goals Update. <br />32 <br />33 <br />Interim City Manager Yunker reviewed the City's quarterly goals with the City Council. <br />34 <br />35 <br />Councilmember Randle asked if all of the buildings that were slated for HVAC systems been <br />36 <br />completed. Mr. Yunker indicated he was not sure and would need to get back to the Council on <br />37 <br />the progress. <br />38 <br />39 <br />Mayor Stille indicated there are a lot of items on the list and unfortunately COVID has stopped <br />40 <br />progress on a lot of them. He noted this has been a challenging year. He commended staff for <br />41 <br />continuing on and doing what they can. <br />42 <br />43 <br />VII. <br />REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />44 <br />45 <br />Councilmember Walker stated last Tuesday, he and other Councilmembers went out to different <br />46 <br />block parties and he was fortunate to go to two block parties.
