Planning Commission Regular Meeting Minutes <br />September 15, 2020 <br />Page 3 <br /> <br /> 1 <br />City Planner Grittman reviewed the request for a Conditional Use Permit to allow for a 2 <br />Dynamic Display Electronic Sign at the property located at 2827 Anthony Lane. 3 <br /> 4 <br />Mr. O’Brien, CEO B&F Fastener Supply, addressed the Commission. 5 <br /> 6 <br />No one was present or online to ask the applicant questions. 7 <br /> 8 <br />Chairperson Westrick closed the public hearing at 7:26 p.m. 9 <br /> 10 <br />Commissioner Neumann stated with this particular application usually they have a nice 11 <br />PowerPoint up on the screen. She asked if she was missing something with the PowerPoint 12 <br />not being on the screen with the pictures and locations for the people at home in order to see 13 <br />what is being discussed. Mr. Grittman apologized and indicated it was in the Commission 14 <br />packet, but staff was not able to get it on the screen. 15 <br /> 16 <br />Commissioner Neumann asked what street the sign is supposed to go on. She explained she 17 <br />saw the picture of the sign in the packet. Mr. Grittman explained it was 29th Avenue, aka 18 <br />County Road C where it extends into Ramsey County to the East. Commissioner Neumann 19 <br />asked what is in that area of St. Anthony. Mr. Grittman explained there are industrial 20 <br />buildings to the South and to the North of 29th Avenue. Commissioner Neumann asked what 21 <br />type of businesses. Mr. Grittman explained as the applicant indicated, theirs is an industrial 22 <br />supply company and there are a variety of manufacturers with some small warehouses and 23 <br />different types of businesses like that. 24 <br /> 25 <br />Commissioner Neumann asked if she was to understand that in one of these pictures here, that 26 <br />no one can reference because there is no PowerPoint up on the main screen, this fastener 27 <br />supply sign is already out there or is this the sign the company currently has that will be 28 <br />replaced. Mr. Grittman explained the sign that was shown in the packet of materials that 29 <br />would have been the PowerPoint, is the proposed sign. 30 <br /> 31 <br />Commissioner Neumann stated there is a proposed sign and then another one that does not 32 <br />look like the proposed sign with a man, the white sign. Mr. Grittman thought Commissioner 33 <br />Neumann was referencing a photograph that the applicant included in their application, which 34 <br />was a Google Earth photograph showing a street view with the old sign. 35 <br /> 36 <br />Commissioner Neumann asked if there is a sign at the location right now. Mr. Grittman 37 <br />explained the sign was pulled up as a result of the road and trailway construction along that 38 <br />area, with the expectation that the applicant would eventually come forward with a new sign. 39 <br /> 40 <br />Commissioner Neumann asked what year the sign was pulled up. Mr. Grittman stated this 41 <br />happened within the last twelve months or less. Commissioner Neumann asked if the 42 <br />applicant was going to replace the old sign with a new sign that was brighter and nicer in the 43 <br />exact same spot. Mr. Grittman stated the new sign would not be in the exact same spot. It 44 <br />would be farther away because along the street, the trailway extends across the front portion 45
