The 2021 Debt Related Levies are proposed to increase by $0 over the 2020 combined levies. <br />A debt levy reduction program (Peak to Plateau) began in 2014 to stabilize the annual increase in levies <br />created by the annual street reconstruction plan. Without the use of resources committed to this <br />program, the impact of 2020 street bonds issued along with existing debt service requirements <br />would have required an additional 10.42% increase in the 2020 overall Levy <br /> <br /> <br /> <br /> <br />Capital Fund Levies <br /> <br />The 2021 Capital Improvement Program (CIP) and the 2021 Building Improvement Levies annually <br />proposed increases of $25,000 and $5,000 respectively are being deferred for 2021. Adjustments have <br />been made to CIP and Building Improvement replacement schedules to make the zero levy increase <br />in these capital improvement funds possible. <br /> <br />In 2021, a levy to support Infrastructure improvements was initiated at $60,000. As discussed earlier <br />specific costs supported by the general Fund levy in 2020 will now be supported by the Infrastructure <br />levy in 2021. Therefore, there is no overall levy increase due to establishing this additional capital <br />fund levy. <br /> <br />Levy <br /> <br />The total for all levies is $7,865,595. The levy increase, without the benefit of a flat Debt levy, would <br />have been 10.42%. With the property tax relief applied, the overall levy increase will be limited to <br />$256,137 or 3.37% percent. A summary of the total levies is as follows: <br /> <br /> 2021 <br />General Fund Levy $4,754,650 <br />CIP Levy $ 283,200 <br />Street Improvement Levy $1,913,699 <br />Lease Revenue Bonds/Public Facilities $ 344,897 <br />HRA Levy $ 197,564 <br />Tax Abatement $ 228,585 <br />Building Improvement Levy $ 83,000 <br />Infrastructure Levy $ 60,000 <br /> Total $7,865,595 <br /> <br /> <br />In 2021, the median valuation of the single‐family home within the City equals $338,000 (Hennepin <br />County portion). The median valuation is the value at which 50% of the homes are valued lower and <br />50% are valued higher. The General Fund Levy of $4,754,650 supports the 2021 cost of providing City <br />services. Therefore, an owner of median valued home in the Village will pay $1,313 in Property Taxes <br />for City services. <br /> <br />5
