City Council Regular Meeting Minutes <br />December 8, 2020 <br />Page 3 <br /> <br />some form of affordable housing without asking the taxpayer to subsidize the cost. He indicated 1 <br />he was eager to see how this works out and is hoping it will work out well. 2 <br /> 3 <br />Mayor Stille indicated there is another step which is the development agreement and will have to 4 <br />be recorded in conjunction with Final PUD with the County. He asked if the development 5 <br />agreement will come back before the City Council. Mr. Grittman stated that was correct. The 6 <br />Council will have to approve the development agreement as a separate formal action. 7 <br /> 8 <br />Mayor Stille asked if there will be things such as posting a letter of credit or cash to make sure 9 <br />the trees are planted and are seasoned so they do not die, things of that nature. Mr. Grittman 10 <br />explained there will be securities to secure the survival of the landscape installation and other 11 <br />site improvements. The securities will be primarily for private improvements on the site. 12 <br /> 13 <br />Mayor Stille explained the maintenance of this project is the modular construction component, 14 <br />which he is excited. He thought this can be done right and a model for other housing throughout 15 <br />the region. 16 <br /> 17 <br />It was noted the developer was at the meeting to answer questions. 18 <br /> 19 <br />Councilmember Webster explained out of an abundance of caution and in order to avoid even the 20 <br />perception of a conflict of interest she will be recusing herself from discussion or voting on the 21 <br />final PUD approval, Resolution 20-089 and also Ordinance 2020-04 due to her personal 22 <br />appointments. 23 <br /> 24 <br />Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution 25 <br />20-089; a Resolution Approving a Request for a Final Plan Stage PUD for the Interstate 26 <br />Development Multi-Family Residential Project of 38 Dwelling Units at 3725 Stinson Boulevard 27 <br />NE. 28 <br /> 29 <br />Ayes – 4, Nays – 0, Abstain – 1 (Webster). Motion carried. 30 <br /> 31 <br />B. Ordinance 2020-04; an Ordinance Amending Title XV of the St. Anthony City Code, 32 <br />known as the Zoning Ordinance, by Amending the Silver Lake Village Planned Unit 33 <br />Development District by Revising the PUD District Development Plans to Convert the 34 <br />Land Use on the Following Parcel to a 38 Unit Multi-Family Residential Development 35 <br />and Appurtenant Accessory Uses: PID 31-30-23-33-0209. 36 <br /> 37 <br />City Planner Grittman reviewed the ordinance with the Council. 38 <br /> 39 <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to adopt Ordinance 40 <br />2020-04; an Ordinance Amending Title XV of the St. Anthony City Code, known as the Zoning 41 <br />Ordinance, by Amending the Silver Lake Village Planned Unit Development District by 42 <br />Revising the PUD District Development Plans to Convert the Land Use on the Following Parcel 43 <br />to a 38 Unit Multi-Family Residential Development and Appurtenant Accessory Uses: PID 31-44 <br />30-23-33-0209 Title XV of the St. Anthony City Code, known as the Zoning Ordinance, by 45 <br />Amending the Silver Lake Village Planned Unit Development District by Revising the PUD 46 <br />3
