Water capacity and runoff management <br />4. Property values <br /> <br />1. LOCATION: The proposed carwash is in the middle of a <br />residential area. Our single family homes, zoned R-1 would be <br />adjacent to a carwash. Our neighbors to the South, the <br />Kensington, is a multi-family housing building. My sister, Jan <br />Cavanaugh, is an owner in the Kensington and shares our <br />concerns about the impact of a car wash built at this location. <br />There is no precedent in St. Anthony for a carwash adjacent to <br />an R-1. It is a poor choice for the use of the land considering <br />the housing nearby. <br /> <br />2. HEALTH/SAFETY/GENERAL WELFARE <br /> <br />A. Air Pollution. No environmental impact study was done by <br />St. Anthony Planning staff regarding the air pollution resulting <br />from idling cars. The plans submitted show a maximum <br />capacity of 16 cars in staging---all presumably idling. Imagine <br />having 16 cars idling outside your backyard for many hours a <br />day while in your back yard. There is no evidence presented by <br />the planning commission that assessed this impact. When <br />neighbors and I spoke with Tom, from Blvd, his business <br />projections are an average of 100-120 cars per day. As <br />someone who regularly uses a car wash, there are many rainy <br />or snowy days that would be eliminated, leaving the bulk of the <br />car washes occurring on nice days, when we would like to be <br />outside of our home. <br />B. Noise Pollution. The plan and planning commission <br />assessment does not include an analysis of decibel levels <br />during operating hours of the car wash. <br />a. Specific noise concerns from our perspective are cars idling, <br />car radios (imagine the cacophony of multiple car radios <br />playing different radio stations, including at least one with a <br />very loud bass thumping), multiple vacuums in use, and the <br />noise of the engine noise, buzzers, brushes, water spray and <br />dryers from the carwash itself. There is lack of analysis, or <br />demonstration that the proposal is compliant with existing city <br />and state noise ordinances. We believe that it is the planning <br />staff’s duty is to ensure that these noise elements have been <br />studied and submitted and are compliant. <br />b. Hours of operation are of concern, as the initial response of <br />the planning commission was to expand the requested hours of
