Planning Commission Regular Meeting Minutes <br />December 15, 2020 <br />Page 2 <br /> <br />Chair Westrick reviewed how the public hearing will proceed this evening. This item will 1 <br />come before Council on January 12, 2021. 2 <br /> 3 <br />Chairperson Westrick opened the public hearing at 7:05 p.m. 4 <br /> 5 <br />City Planner Grittman reviewed the request for Conditional Use Permit for a car wash located 6 <br />at 2701 Kenzie Terrace. 7 <br /> 8 <br />Mr. Tom Archambault, owner of Boulevard Auto Works, 2801 Kenzie Terrace, addressed the 9 <br />Commission. 10 <br /> 11 <br />Mr. John Grotkin, RJ Ryan Construction was at the meeting to answer questions. 12 <br /> 13 <br />Commissioner Neumann asked if this is the site where there used to be a pig farm with some 14 <br />concerns of toxicity being in the ground. She wondered why the business owner being born 15 <br />and raised in St. Anthony and St. Anthony being so wonderful chose to move his family out 16 <br />and live somewhere else but does business in the City. 17 <br /> 18 <br />Mr. Tom Archambault explained as it pertains to a pig farm being on that location, they would 19 <br />have to look into site records and history. He noted a Phase One Environmental Investigation 20 <br />has been done and is complete. Boring of the soil with samples taken has been done as well. 21 <br />To his knowledge there are no contaminates there and there does not appear to be any history. 22 <br />He stated to answer the second question, the most honest answer is that in 2015, right after he 23 <br />bought the business, his wife was expecting their second child. They were residents of 24 <br />Columbia Heights because that was an area they could afford to live for the previous ten 25 <br />years. His wife was also born and raised in St. Anthony. When looking to move into a larger 26 <br />home, they looked at houses in St. Anthony but were not able to find any that they could 27 <br />afford. They ended up moving to the neighboring community of Shoreview and have found a 28 <br />nice neighborhood there, similar to what can be found in St. Anthony, to raise their family. 29 <br />He stated the people of St. Anthony have done a wonderful job of creating a great place to live 30 <br />that is very desirable, but his family was not able to afford it. 31 <br /> 32 <br />Commissioner Socha explained her question had to do with the City Planner’s 33 <br />recommendation for a canopy. She did not love that recommendation because it seems like it 34 <br />will add more visual to look at but aesthetically, sometimes less is more. She asked how 35 <br />noisy are the vacuum stalls that are planned to be installed and what are the owner’s thoughts 36 <br />on a canopy. She thought maybe there could be a requirement added to the number of 37 <br />maximum decibels for noise and the canopy requirement could then be dropped. 38 <br /> 39 <br />Mr. Tom Archambault explained he did not have the exact decibel rating for the vacuum 40 <br />cleaners themselves. There are decibel ratings available for the blowers that would be used 41 <br />for drying the vehicles and those ratings are at: 10 feet away from the blowers is 90 decibel, 42 <br />20 feet away it goes down to 86 decibels, 50 feet away the decibel is 79 and at 100 feet away 43 <br />the decibel rating is 75. By comparison, if they were to look at what 75 decibel is equivalent 44 <br />to, 75 decibels is equivalent to a vacuum cleaner. He would suspect that 75 decibels would be 45 <br />the proper range, but he could get further information from their equipment provider. 46 <br />2
