<br /> <br />MEMORANDUM <br /> <br /> <br />To: Mayor Stille and St. Anthony Village City Council <br />From: Stephen Grittman, City Planner <br />Date: City Council Meeting – February 9, 2021 <br />NAC Project No. 323.01 – 20.19 <br />Request: Request for a Preliminary Plan Planned Unit Development for a Senior <br />Housing Project <br /> <br />Property Address: 2501 Lowry Avenue NE <br /> <br />Property PID: 07-029-23-23-0001 (part) <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff has reviewed the project for land use compliance with the intent and policies of the City’s <br />Comprehensive Plan, and for zoning consistency with the R-4, Multiple Family Residential <br />District as a baseline. In summary, the Comprehensive Plan promotes use of the subject <br />property for high density multiple family residential uses of up to 40 units per acre as allowable <br />in this area. The applicant is seeking the PUD, consisting of up to 135 units of “aging-in-place” <br />senior housing on 4.25 acres, a density of 31.8 units per acre. <br />The site plan also relies on a shared driveway with the Urban Grove Manufacture Home Park, <br />extending from the east side of the building to Kenzie Terrace on the south. That shared <br />driveway (approximately .5 acres in area), would have the effect of reducing overall density to <br />approximately 28 units per acre if including in the subject property total. <br /> <br />The proposed PUD meets the requirements of the Zoning Ordinance for the majority of the <br />baseline standards. The principal areas of flexibility under the PUD include: <br />(1) Building height (code is 35 feet/3 stories); applicant proposes approximately 56 feet <br />to top of parapet and 4 stories. <br />(2) Lot coverage/impervious surface (R-4 code limits this to 50%); applicant’s proposal is <br />approximately 50.5%. <br />(3) Density (R-4 code limits this to approximately 24 units per acre, Comprehensive Plan <br />calls for 20-40 units per acre); applicant is proposing approximately 32 - 36 units per <br />acre. <br /> <br />49
