Suite 100, Bloomington, MN 55425 www.kaaswilson.com <br />Page 1 of 1 <br /> <br /> <br />Date: December 18, 2020 <br />Attention: City of St Anthony Village <br /> Re: Development 65 Senior Housing Proposal <br /> <br />Development 65 is proposing a 135-unit full service senior living building on a 4.35 acre site along the eastern <br />edge of Stinson Parkway, a part of the historic Horace Cleveland Grand Rounds, between Lowry Avenue and 27th <br />Avenue in St Anthony Village, Minnesota. Of these 135 senior units, 24 will be memory care, 28 will be assisted <br />living, and 83 independent living. Once the proposed building is complete, Great Lakes Management will become <br />the service provider for the community. Both Development 65 and Great Lakes Management have a proven track <br />record in both responsibly developing and operating senior living communities throughout the MSP metro area. <br /> <br />The proposed building layout would stretch north south along Stinson Parkway, with a jog eastward at the <br />intersection with 26th Avenue. Main site access would align with this existing intersection as well, allowing vehicular <br />traffic to easily flow into the established urban framework. Additionally, along a shared easement on the eastern <br />edge of the site, an access road will be constructed to further aid site access for the potential of future <br />developments. Between the access road and the proposed building will be a dense landscape buffer, allowing <br />future residence to have access to peaceful outdoor spaces. <br /> <br />The proposed senior living building is 4 stories with an underground parking garage, and will include amenities <br />such as a large club room, multiple dining space, a commercial kitchen, separate memory care dining and lounge <br />space, a memory care garden, and outdoor patio. The primary building materials will include brick, shake siding, <br />and cement fiberboard siding. The brick and siding tones are reflective to what is found on the nearby St Charles <br />Borromeo church and school, assuring the proposed building is complimentary to the existing neighborhood. The <br />building must be large in order to provide needed resident services. However, consistent with Horace Cleveland’s <br />ideas of “buildings in a park”, the façade is broken down into a series of “buildings” that project from the flat <br />primary massing. Lastly, aluminum balconies and light accent trim shall also be featured in the design. <br /> <br />The total parking for the development shall include approximately 91 garage stalls and 51 surface stalls, creating a <br />1.05:1 stall to unit ratio. Per city code, only 1 parking space is required for every 3 retirement home living units, <br />therefore our current plan far exceeds the city requirements. We believe this parking count is more than sufficient <br />to serve all residents, guests, and the building staff needed for the operation of this community. However, 20 proof <br />of parking stalls have been designed into the site plan if the current parking amount is not adequate. <br /> <br />Due to this site’s location along the Grand Rounds trail network, special considerations were put into the <br />landscaping design of the site. Boulevard trees are proposed to be planted along Stinson Parkway to maintain its <br />parkway appearance. Additionally, the stretch of drive that runs north of the main entrance parking would be grass <br />paved, limiting the hardscaping visible to the public. Enhanced landscaping would be consistent throughout the site <br />as well. <br /> <br />Upon completion of the financing and various other development milestones, the goal for the project would be to <br />break ground in the summer of 2021. The 14-16 month long construction timeline leads to a projected opening <br />in the Fall of 2022. <br /> <br />63
